The Special Investigating Unit (SIU) announced today that its probe into corruption at Tembisa Hospital in Ekurhuleni has uncovered three coordinated syndicates responsible for looting over R2 billion intended for healthcare.
SIU Head, Advocate Andy Mothibi, confirmed on Monday that the “complex web of fraud and corruption” was enabled by key officials within the Gauteng Department of Health (GDOH) and Tembisa Hospital. These officials allegedly benefited from corrupt payments to facilitate the irregular appointment of service providers, using methods such as fronting and false Supply Chain Management documentation.

The investigation, which began in September 2022 and has scrutinised over 2,200 procurement bundles, has implicated at least 207 service providers linked to 4,501 irregular purchase orders.
The three main syndicates identified are the Maumela syndicate (linked to Hangwani Morgan Maumela), the Mazibuko syndicate (linked to Rudolph Mazibuko), and the ongoing X syndicate.
The SIU’s evidence currently links current and former officials to R122.2 million in corrupt payments. At least 15 officials involved in activities like corruption, money laundering, and bid-rigging have been identified, with 116 disciplinary referrals prepared against 13 individuals already delivered to the GDOH.

Health Minister Dr Aaron Motsoaledi stressed that the corruption was facilitated by internal staff and vowed to protect whistleblowers and remove corrupt elements from the department.
The investigation continues, with the SIU actively tracing assets, including property, linked to the illicit flow of funds.
