The Road Accident Fund’s (RAF) ex-CEO Collins Letsoalo could face criminal charges for repeatedly failing to accept summons to appear before Parliament’s Standing Committee on Public Accounts (Scopa).

This was confirmed by Scopa’s chairperson, Songezo Zibi, who explained that after sheriffs found Letsoalo’s listed properties vacant, Parliament resorted to serving the summons online.

He’s requested to explain his high spending behavior while in office, including the R23 million that was spent on personal security, hotels, and bodyguards since 2023.

His testimony is central to understanding the cancellation of the panel of attorneys, irregular executive appointments, questionable expenditure, and the RAF’s ongoing dispute with the Auditor-General.

Zibi warned that if Letsoalo does not show up, it may lead to criminal proceedings being initiated.

Meanwhile, ActionSA has called for the immediate criminal prosecution of Letsoalo.

“His decision to defy Parliament’s subpoena, despite repeated attempts at service and clear warnings in terms of section 14 of the Powers, Privileges & Immunities of Parliament and Provincial Legislatures Act, represents not only a personal repudiation of accountability but an attack on Parliament’s constitutional authority,” the party said in a statement.
