Emergency teams from the Coast Guard, New York Fire Department and New York Police Department all attended the scene near City Island in the Bronx.
The FDNY said that three people were pulled from the water, one in a critical condition.
All remaining passengers desperately swam to a nearby shoreline to escape the flames.
The frozen and terrified survivors were then rescued from there.
“Marine 4 grabbed three people out of the water,” the FDNY said in a statment.
“At that point, they transported them to one of the docks that was close by, where Engine 70 was waiting and EMS was waiting as well to begin CPR on the victims.
“The other 19 folks swam to Hart Island. They were just off the east end of Hart Island, and then they were picked up by the NYPD Coast Guard and FDNY boats and transported back over to the docks at the Yacht Club on City Island.”
Joshua Brito, from the Bronx was driving the boat at the time and has since been arrested.
The 33-year-old has been charged with DWI and reckless endangerment after driving the boat while intoxicated.
He is being arraigned at the Bronx Criminal Court on June 8.

SUNDERLAND have agreed a club-record fee of £27.8million for Jobe Bellingham to join Borussia Dortmund.
The agreement also includes a 15 per cent sell-on clause, and will go second on the list of Dortmund’s most expensive signings.
Jobe Bellingham has officially joined Borussia Dortmund from Sunderland
Bellingham, whose older brother Jude played for the Bundesliga club for three seasons, helped Sunderland secure promotion back to the Premier League last month.
The versatile midfielder’s Dortmund deal includes £4.2million in performance related add-ons, and is only £1million behind the club’s most expensive ever player Ousmane Dembele.
Like his brother Jude, Jobe came through Birmingham‘s academy and spent two years in the first team after making his debut in 2021 aged 16.
Sunderland signed him from the Blues in the summer of 2023 and he quickly became a first team regular.
Jobe started 39 out of his 40 Championship games this season, only missing one through injury and two through suspension.
Remarkably, the 19-year-old was only subbed ONCE throughout the entire campaign, playing 90 minutes on all other occasions.
The teenager, who can play anywhere across the midfield, scored four goals and provided three assists for the Black Cats this season.
He leaves Sunderland on a high after the club returned to the top-flight after nine years away following their sensational comeback 2-1 win against Sheffield United in the play-off final at Wembley.

REAL MADRID are reportedly trying to hijack Arsenal’s deal to sign Martin Zubimendi in a move that could scupper the Gunners’ summer plans.

Mikel Arteta is keen to bring Zubimendi to the Emirates stadium with the hopes of strengthening his midfield options and replacing Jorginho – who has left to join Flamengo.
Arsenal are thought to have agreed to pay Zubimendi’s £51m release clause to pry him away from Real Sociedad.
However, according to Spanish outlet AS, Real Madrid are planning a “final attack” to try and sign him instead, with new boss Xabi Alonso keen on a new central midfielder.
It’s claimed that Zubimendi is “attracted” to the idea of playing for Madrid, while he is also said to prefer staying in Spain next year.
Liverpool looked set to sign Zubimendi themselves last summer, but after long talks and drawn out negotiations he ultimately snubbed the Reds to stay with Sociedad.
Zubimendi is reportedly keen on the idea of playing under Alonso, who he worked with at Real Sociedad B.
Arsenal need reinforcements in midfield with Jorginho’s confirmed exit. Thomas Partey is yet to sign a contract extension with the club and his current deal expires at the end of this month.
Zubimendi didn’t rule out a move elsewhere when asked about his future while on international duty with Spain.
He said: “Of course there are options, but it’s true that it looks like it’s going to be a different, long summer, and I don’t know how it’s going to end.
“Right now, thinking about it isn’t my priority. I’m here with the national team, which is already quite demanding, and if I have to say something, then I will.”
Asked about playing under Alonso and the influence he has had on him, Zubimendi replied: “I’ve always said that he was my idol and that for me it was a stroke of luck that he was able to coach me in the reserve team in a very important year.
“[But] I don’t like to talk about those hypotheses, I like to talk about the present.
“I think it would be disrespectful to answer a question [about a Madrid move] while I’m in the national team, and facing such an important competition.”
Zubimendi scored two goals and registered one assist in 36 La Liga appearances for Sociedad this season.
Meanwhile Arsenal look set to complete the £5m signing of Kepa Arrizabalaga from Chelsea, with the goalkeeper arriving to provide back-up for David Raya.

A CLEANING expert has revealed a 80p hack to make sure your garden is sparkling all summer long.
Now that summer is finally upon us, and withtemperatures set to ramp upagainnextweek, many of us are likely making plans to have friends and family over for BBQs.

And although barbecuing is an easy way to make a delicious dinner, it can be tricky to get grills clean afterwards.
Dirty barbecues interfere with the quality of food, and don’t make a great impression when you have guests.
However, experts at HG have revealed some super cheap hacks to get them gleaming again.
Lemon Juice
The experts revealed that one budget friendly hack you can use to get your grill shining, is to use lemon juice.
“Tackle tough BBQ grime by spraying lemon juice and water on the grill”, they said.
Lemon juice is super cheap, and you can pick some up from Sainsbury’s for just 80p.
If your BBQ is extra greasy, the experts recommend using another budget staple too – an onion.
“For extra cleaning power, rub a hot grill with half a raw onion – the natural acids help lift off grease and food residue”, they said.
Aluminium Foil
Another budget-friendly hack the experts recommend is to use aluminium foil.
“Crumple a piece of aluminium foil into a ball and rub it over the grill to remove stubborn burnt-on bits,” the experts said.
“Follow with a quick brush to finish the job.”
Foil is another super cheap hack, and can be picked up from the supermarket for as little as £1.
Grass
If you’re looking for a hack that’s extra purse-friendly, using grass won’t cost you a penny.
“Place a cooled BBQ grill on the lawn overnight – the dew helps loosen debris for an easy wipe-down”, the experts explained.
Government advice on BBQ safety
The UK Government have issued some guidelines for staying safe whilst using a barbecue:
Keep a bucket of water, sand or a garden hose nearby for emergencies.
Follow the safety instructions provided with your gas, charcoal, or disposable barbecue.
Never use a barbecue indoors, in a tent, under an awning or in a caravan.
Use enough charcoal to cover the base of the barbecue, but not more (normally around 5cms or 2 inches).
Keep children, pets and garden games away from the cooking area.
After cooking, make sure the barbecue is cool before moving it.
Empty ashes onto bare garden soil, not into dustbins or wheelie bins. If they’re hot, they can melt the plastic and cause a fire.
Make sure your barbecue is well away from sheds, fences, trees, shrubs or garden waste.
In the countryside or public park areas, only use disposable barbecues where there are specially designated areas and carefully follow the safety guidance.
Enjoy yourself, but don’t drink too much alcohol if you are in charge of the barbecue.
Never use petrol or paraffin to start or revive your barbecue; use only recognised lighters or starter fuels on cold coals.
“No grass? Wrap it in a damp newspaper instead.
“Suitable for aluminium and stainless steel grills only.”
BBQ warning
However, the cleaning experts revealed that there’s one common cleaning hack that BBQ lovers should avoid.
They revealed that it is a common myth that turning on the grill and burning off residue makes the BBQ clean.
“There is a misconception that high heat creates a clean cooking environment, but the truth is that it doesn’t thoroughly clean your BBQ” they said.
“Lingering grime can seriously impact both flavour and hygiene.”
However, other ITVBe staples like Dinner Date appear to have been quietly axed amid the changes.
As it stands, there is no new series currently commissioned, an insider recently told The Sun – but if it did return, it would be on ITV2/ITVX.
Repeats of Dinner Date do appear on ITV2 from next week.
The final show to appear on ITVBe is Backyard Builds, before ITV Quiz takes over at 6am.
More channel closures 'inevitable'
An industry expert told The Sun that more channel closures are likely in 2025 and beyond.
“This is inevitable, more broadcasters will cull broadcast/linear TV channels as viewers are flocking to streaming services,” Paolo Pescatore from PP Foresight said.
“The big TV switch off is around the corner, with all programming set to be delivered via the internet.
“Viewers are now spoilt for choice with how and where they watch the TV shows they love across a range of connected devices.
“To respond, broadcasters need to be prepared and work more closely with telecom providers to ensure a seamless experience for users.”
