The 23 November episode of Carte Blanche revisits the shocking case of a convicted child rapist who continues to occupy public office as the executive mayor of a small Western Cape town, nearly three years after the programme first exposed him.

Despite being convicted in 2008 of statutory rape and indecent assault, he has been elected three times, and repeated suspensions or removals have failed to remove him permanently.

His municipality now ranks as the worst-performing in the province, deepening public frustration.

With local elections approaching, activists are calling for a constitutional amendment to prevent convicted sexual offenders from holding office, arguing that the issue now threatens not just the integrity of the ballot, but the public’s faith in accountability itself.
