The suspended Ekurhuleni Metro Police Chief Julius Mkhwanazi told the Madlanga Commission that he required the services of CAT VIP security because he feared disruptions by members of the ANC during the State of the City Address in 2022.

Mkhwanazi, who has been dubbed the “blue lights blesser,” started his testimony by outlining his career, which began back in 2002.

The suspended EMPD officer has been accused of pulling strings for alleged underworld kingpin Vusimuzi “Cat” Matlala, who owned CAT VIP Security.

He has testified that he first met the controversial businessman back in 202. He said he personally approached Matlala to get him to donate cars from his protection company to the City of Ekurhuleni.

The suspended deputy chief says his boss, suspended EMPD chief Issac Mapiyeye, had told them the Department needed cars.

He says following this he told Mapiyeye that there is a security company that wanted to donate cars but didn’t tell him who owned the company.

He says, according to his knowledge, there was no process needed to accept donations.

“He said, we don’t have a process that we follow in terms of donations and the last time the department did such a thing, only got a letter of intent but it must come from the owner. I said I will push and make sure so I called Mr Matlala,” he said.

Previously at the Madlanga Commission, Mkhwanazi was accused of covering up a murder case in the East of Johannesburg.

As he continues with his testimony, he’s set to respond to these allegations as well.
