This 4.5-hectare piece of prime real estate in Green Point is set to be transformed into residential opportunities (including affordable housing), retail and office space, and public and community facilities.
The City of Cape Town has unveiled a draft urban design concept plan for this prime pocket – named Erf 2187 – at 1 Three Anchor Bay Road.
This enviable sliver of land is positioned near the Sea Point Promenade, the V&A Waterfront, and Cape Town Stadium.
The public commenting period for the draft development concept design commenced on 06 November 2025.
Now Capetonians will get a chance to view and comment on the proposal at an Open Day on Wednesday, 12 November. This is part of a non-statutory consultation/ stakeholder engagement process running until 8 December 2025.
According to City officials, the site’s central location and access to transport and recreation amenities makes it ideal for a “connected, accessible, and inclusive” precinct.
“Making land packages such as this Three Anchor Bay site available for development is key to unlocking higher growth potential for the city’s economy,” said the City’s Mayco Member for Economic Growth, James Vos.
“By inviting business and residents to this prime location, Cape Town, as one of the most desirable places to live, becomes accessible to more people, boosting tourism and opportunities.”

What is presently on this Green Point site?
Erf 2187 is government-owned land and zoned as Public Open Space (OS2). The site is bounded by Seapoint Main Road to the south, Helen Suzman Boulevard and Beach Road to the north, and Three Anchor Bay Road to the west.
The site currently houses the following cultural and recreational amenities:
- Colin Eglin Sea Point Public Library
- Sea Point Civic Centre and Hall
- Fives Football Greenpoint Sports Club
- Glen Green Point Sports Centre (including the Atlantic Green Point Bowling Club)
- Pinocchio Creche
- Beach Rugby South Africa
- The Western Province Bridge Centre for the Western Cape Bridge Union
