- The Madlanga Commission has heard that Cat Matlala sent large sums of money to suspended Deputy Police Commissioner Shadrack Sibiya after a notorious taxi boss’s death.
- Witness C testified that Matlala paid for protection and claimed to have funded Minister Senzo Mchunu’s ANC presidential ambitions.
- Audio recordings also revealed Matlala implicating senior police officials and threatening to expose high-level corruption.
The Madlanga Commission of Inquiry has heard that alleged underworld kingpin Vusimuzi “Cat” Matlala began sending large sums of money to suspended Deputy Police Commissioner Shadrack Sibiya following the death of a notorious Pretoria taxi boss.
This information was revealed by an investigating officer, identified as Witness C, during the wrap-up of his testimony on Thursday.
He was testifying about a police raid that took place at Matlala’s mansion on the 6th of December 2024, with much of his evidence centered on conversations he had with the alleged crime boss on the day of his arrest.
Witness C reiterated that all his statements about Matlala were on record and said Matlala told police that Sibiya had demanded money in exchange for protection from arrest.
It is understood that as long as Matlala kept paying, he would not be targeted by law enforcement.
The witness added that Matlala appeared frustrated while providing this information. He also submitted that Matlala claimed to have financially backed Minister Senzo Mchunu’s presidential ambitions within the ANC.
Witness C presented an audio recording before the commission in which Matlala can be heard implicating senior officials in a scheme to eliminate their colleagues. In one recording, Matlala reportedly said he received a letter from National Police Commissioner Fannie Masemola confirming the cancellation of his R360 million health services tender.
Matlala allegedly responded by threatening to expose his links to suspended Police Minister Senzo Mchunu.
He is currently behind bars for the attempted murder of his ex-girlfriend, socialite Tebogo Thobejane.
Witness C has concluded his testimony, with proceedings set to resume on Monday, 3 November 2025.
