The Steve Tshwete Local Municipality (STLM) invites South African youth residing within the municipality to apply for the 2026 Bursary Programme.

About the Bursary Programme
The Steve Tshwete Local Municipality is committed to developing skilled and educated youth through its annual Bursary Programme. The bursary aims to support deserving and qualifying students from within the municipality who wish to pursue undergraduate studies in key fields that contribute to local development and service delivery.
Bursaries will be awarded to youth from the Steve Tshwete Local Municipality (MP313) for full-time or distance-learning undergraduate studies at public tertiary institutions in South Africa.
Fields of Study Covered
The bursary covers the following fields of study:
- Engineering: Chemical, Civil, Electrical, Mechanical, and Mining Engineering
- Environmental and Development Studies
- Financial Management / Accounting and Internal Auditing
- Information and Communications Technology (ICT)
- Legal Studies
- Media Studies
- Town and Regional Planning, Architectural Design, Real Estate / Property Valuations & Management, Quantity Surveying
Expenses Covered
The bursary will cover the following expenses (subject to budget availability):
- Tuition fees (as per the institution’s fee structure)
- Accommodation and meal allowance (upon submission of valid supporting documents)
- Learning materials (based on curriculum requirements)
- Monthly allowance (depending on budget availability)
Please note: The municipality does not guarantee a fully funded bursary. Funding will be allocated in line with the municipal bursary policy and available budget.
Eligibility Requirements
Applicants must meet the following minimum criteria:
- Must be a South African citizen.
- Must be 18–35 years old.
- Must reside within the Steve Tshwete Local Municipality (MP313) in Mpumalanga.
- Must be currently in Matric or have completed Matric.
- Must be studying or intending to study towards an undergraduate qualification in one of the listed fields.
- Must have applied for and been admitted to a public tertiary institution (University or TVET College).
- Must have a combined household income of NOT more than R350 000 per annum.
- Must not be receiving any other bursary or financial aid.
- Students with disabilities and those from previously disadvantaged backgrounds are encouraged to apply.

- Proof of household income (payslips, affidavit, SASSA proof, UIF, etc.)
- Marriage certificate (if applicable)
- Death certificate (if applicable)
- Proof of residence
