The drop is despite President Donald Trump’s claims he could give Ukraine Tomahawk cruise missiles to pressure Russia to end the war.

Arms to Kyiv soared in the first half of 2025 as Europe scrambled to fill the void caused by America stepping back, the German researchers found.

But “momentum collapsed in the summer,” the institute said. The reasons why are not clear.

A report by the German think tank said: “Military allocations from European countries fell by 57 percent compared to January to June 2025.”

The figures jar with British claims to have sent 85,000 drones in six months – over 470 a day.

Defence Secretary John Healey said Britain has invested some £600 million to speed up drone deliveries to Ukraine.

He said it shipments have included “tens of thousands of short-range first-person view drones that are crucial to supporting Ukraine’s front line”.

The MoD said: “These drones are being used for precision strikes, reconnaissance, and disrupting Russian activity behind the frontlines, countering Russia’s own attempts at massed drone tactics.”

It comes as allies prepare to hit Russia with a fresh round of sanctions targeting its oil and gas industries.

One official claimed it was a “muscle move on economic pressure” which will include a crackdown on countries buying Russian oil and gas.


The Kremlin’s so-called shadow fleet of cargo vessels which help it evade sanctions are firmly in Britain and Europe’s sights, sources said.

They also said allies were days away from agreeing on how to use Russian assets to bankroll Ukraine’s defence.

A source insisted Moscow‘s money would be seized and given directly to Kyiv.

But they said Britain, France and Germany had backed a “creative idea” that would use the Euros 170bn of frozen Russian state assets to secure a loan for Ukraine.
