The City of Johannesburg, alongside law-enforcement authorities, on Tuesday, 9 December 2025, shut down an illegal establishment in Midrand that was operating as a brothel, liquor outlet, and gambling venue.

Led by MMC for Development Planning Eunice Mgcina, the enforcement operation started at the Boulders Shopping Centre, where a property illegally running a brothel and underground gambling activities was closed.

A liquor outlet was also shut down for non-compliance, including operating without proper zoning approval, breaching licensing requirements, and violating municipal by-laws.

During the crackdown, authorities discovered and confiscated 84 000 Department of Health (DoH) condoms that were being illegally sold for R70 each.

“These condoms are crucial, free resources intended for public health and HIV/AIDS prevention in our communities. Instead, they were being sold illegally for R70 each. This is not just non-compliance; it is the blatant theft and exploitation of vital public resources. We have zero tolerance for criminals who undermine the health and safety of our residents,” the City wrote on its official X account.

In a statement, the City added that the Johannesburg Metro Police Department (JMPD) also impounded two vehicles on Market Street for obstructing traffic, having expired licence discs, and for drivers refusing to comply with law-enforcement instructions.

“Our communities deserve safe and well-regulated environments. We cannot allow criminal operations to thrive at the expense of residents’ wellbeing,” Mgcina said.
